These speakers will provide the science, the stats on how this information is being used to "sell" recycling and what tools and resources EPA provides.
  Setting Up Recycling For Large Entities

John Acklen will explore the challanges and solutions PNM has faced expanding their recycling collection program to offices throughout NM and TX; Chris Campbell will talk about setting up recycling in health care settings and Linda McCormick will delve into how to factor in safety in large entity recycling programs.

Setting up recycling in apartment complexes is one the greater challenges in the field, yet one of the most rewarding. Learn the ins and outs of what it takes to launch a program, how to work with property owners and managers and best practices for collection.
  Zero Waste
*John Soladay, City of Albuquerque; Ruth Abbe, HDR Engineering; Gary Liss, Sierra Club
What is Zero Waste and how are communities across the US working towards it? John Soladay created the Zero Waste plan for the City of Albuquerque with the goal of no landfill by 2030. The Sierra Club recently set policy on how local communities can reach Zero Waste through a variety of steps that focuses on the reduce, reuse as well as the recycle aspects.
  Innovations in Drop-off Programs
*Jennifer Scacco, Keep Rio Rancho Beautiful; Dan Matsch, EcoCycle; Justin Stockdale, Resource Revival
Hear about the City of Rio Rancho's twice annual collection events, that literally collect just about everything recyclable except the kitchen sink. EcoCycle in Boulder uses the CHARM model, a community drop-off center that accepts not only the traditional recyclables but hard-to-recycle items from fire extinguishers to books.
  Keeping Construction Material Out of the Waste Stream
*English Bird, NM Recycling Coalition; Amy Baumann, greenGoat; Douglas Vetter, Sandia National Laboratories
With a third of our state's waste stream coming from construction projects, keeping it out of the landfill could have huge implications for landfill space conservation. Amy Baumann from Massachusetts, details successful strategies from back East, where construction recycling has become the norm. Doug Vetter brings tactics used at Sandia Labs on both their deconstruction and new construction projects.

Getting NM to 33% Part I: Recent Colorado Legislation

*Marjorie Griek, Colorado (CO) Assoc. for Recycling; Charles Bayley, Waste Management of CO; Justin Stockdale, NMRC Board of Dir.
Colorado passed legislation in 2007 called the Recycling Economic Opportunity Act. NM Recycling Coalition will use this legislation as a foundation for a 2009 legislative initiative.
  Innovations in Curbside Programs
*Steve Thompson, Curbside Value Partnership; Bill Cira, Waste Management; Kim Jordan, RecycleBank
Want to hear what makes a successful curbside program? Steve Thompson runs a national program that provides tools to improve curbside collection programs. Bill Cira brings strategies learned from Waste Management, the largest hauler of curbside recyclables in the nation and Kim Jordan talks about the best thing to hit recycling in decades - RecycleBank, which is a incentive-based recycling program.
  Innovation in Organics Handling
*Matt Allen, Wood You Recycle; Jeff Morton, Santo Domingo Pueblo; Jim Brooks, Soilutions; Roger Allen, Bio-Grind
What else can you do with wood chips and organics? NM has many successful green waste collection and chipping programs. Hear about a business that uses construction wood waste to create wood stove pellets. Santo Domingo has a U.S. Forest Service grant to chip their bosque thinnings, compost the material and apply to their farm. And Roger Allen from Ruidoso will get into working with local schools to make the move to biodegradable lunch supplies and food scraps collection.

Getting the word out about recycling is one of our greatest challenges. Chandra Weaver brings a video produced to educate schools and residents about how a recycling sorting center works. Sage Deon talks about outreach to tribal communities. Lisa Skumatz brings social marketing research from around the US, highlighting best practices in reaching your audience.

Getting NM to 33% Part 2: New Mexico Plans

This is a continuation from the 8:30 session, getting deeper into planned legislation for NM. This will be a great time for in-depth questions and answers.
  Commercial and Business Recycling *Chris Campbell, NMSU/WERC; Walter Dods, Soilutions Commercial recycling can provide huge quantities of recyclable material to any collection program. Learn about best practices in setting up collection at a business, how to provide a waste audit for the business and hear about setting up food scrap collections.
  Pay-As-You-Throw: Setting Variable Rates for More Recycling *Lisa Skumatz & David Freeman, SERA; Terry Timme, Silver City Recycling Advisory Committee Another tactic for raising recycling rates and encouraging people to waste less is Pay-As-You-Throw aka PAYT. Lisa Skumatz and David Freeman are working with EPA to promote more PAYT models in local communities. Terry Timme will present on NM's only PAYT program, how the fee structure works and the effect they have seen.
  What’s New in Processing

Is NM ready for a Super MRF? Jose Herrera will discuss how a Super MRF works. Rainbow Recycling, based in Carlsbad, will talk about working with developmentally disabled sorters and handlers at a recycling center. Justin Harris will present on a solar compactor. Just what NM needs in some of our rural areas!
Noon-1:45 PM Lunch with Recycled Material Markets Panel (Sponsored by New Mexico Environment Department: Solid Waste Bureau) Speakers include Connie Kunzler, Glass Packaging Institute; Doug McLeod, Catalyst Paper; Steve Thompson, Curbside Value Partnership; Patty Moore, Moore Recycling Assoc.; Dave Keeling, Steel Recycling Institute From paper to glass to curbside programs to steel and plastics, these national speakers will bring us up to date on local, regional and national trends for these commodities.

Being able to advertise that a hotel or restaurant is green is becoming more and more important these days. Hotels are receiving clauses in their contracts requiring on-site recycling and food scrap collection. This workshop will bring best practices, waste audits, experts from the set-up side to the hauling side, as well as properties that have installed a successful recycling program. This session open to all  conference attendees as well.
2:30-5:00 PM Tour 1: Wise Recycling (scrap metal); Enchantment Electronic Recycling (E-scrap recovery) Check out two brand-new collection facilities in Albuquerque. Wise Recycling accepts cans and metals and then processes them. Enchantment Electronic Recycling is fast becoming the largest in-state electronics recycler.
2:30-5:00 PM Tour 2: Jaco Environmental (Refrigerator Recycling); RASTRA (Styrofoam recycled-content building material) Jaco Environmental holds the contract with PNM Electric to process all refrigerators for recycling in their collection program. An amazing 99% of the refrigerator is recycled on-site. RASTRA operates a facility that takes recycled Styrofoam, mixes with a small amount of concrete to produce a green building block material.
